Charles specializes in developing and managing easy-to-use customized databases that:

Due to over 25 years of program evaluation experience with LPC Consulting Associates, Inc , Charles can help identify possible data needs as well as create supporting materials such as guidebooks, and provide training and technical assistance.

$40-$60 per hour, depending on project, as a retainer for support
or a fixed price for a specific project.

Project Experience

After School Program, Black Child Legacy Campaign, African American Healing Network | Roberts Family Development Center.

Assisted in streamlining their afterschool program data collection through Google Sheets and developed a Microsoft Access database that Google sheet data could be imported into for analysis and archiving. He recently assisted with strategically planning data collection for two additional projects and created a hybrid application with SharePoint that included all three programs. The hybrid database allows staff to enter data from any computer with the Access application installed and internet access.

Soul Space | Ontrack Program Resources.

Customized the original design of their Social Solutions’ Apricot online database to meet the needs of their program components and funder reporting needs. He developed additional reports for evaluation and program management. On an ongoing basis, he provided technical support and training to staff.

Black Mother’s United Peri-natal Support Program | Center for Community Health and Well-Being.

Developed a Microsoft Access database to document clients and services that was integrated with their existing network-based client and appointment tracking system. Additionally, the database allowed the program to document, score, and produce reports for the Comprehensive Perinatal Service Program (CPSP) tool.

Evaluation Toolkit | 916 Ink.

Based on an evaluation toolkit for their youth literacy program, Charles developed a Microsoft Access database to house all quantitative data, calculate assessment scores, and provide custom reporting features for future self-analysis.

Birth and Beyond Home Visitation and Family Resource Center | Child Abuse Prevention Council of Sacramento.

Developed a Microsoft Access database that was used by nine sites to collect home visitation activities, assessments, crisis intervention, class attendance and other services provided by the program. On a monthly basis data was collected from the nine sites, merged together, and a report was generated covering the First5 Sacramento milestone contract requirements as well as AmeriCorps performance measures. Charles developed the conversion logic and database tools to uploaded site data to the county wide First 5 Persimmony database on a quarterly basis. Twice a year Charles worked with Sacramento County Child Protective Services and the CMS Data System to collect CPS records for clients and run an in-depth analysis of outcomes for the program. Charles also provided database technical assistance to the sites and held bi-monthly data meetings for the data entry staff to resolve problems and further their database skills.

Child Prevention Services Technical Assistance and Evaluation | Division of Family, Youth and Children; Sonoma County DHS.

Worked with local service providers to develop a Microsoft Access database to streamline reporting and replace an Excel spreadsheet tool. The tool that allows the county to receive and merge database files and run much more detailed and varied summaries and analysis. The database included the Protective Factors Survey with an automated scoring and reporting function.

CalEMA Exam Archiving and Analysis | California Clinical Forensic Medical Training Center.

Developed a Microsoft Access database to enter the standard CalEMA exam form used to document sexual assault. Approximately 6,000 largely opened ended paper forms were entered into the database for initial and future analysis. Charles also worked with CCFMTC to develop and evaluate proposals for an electronic data collection system that could use tablets, iPad, and computers to enter the CalEMA form during exams.

Child Trauma Treatment Center | Another Choice, Another Chance.

Enhanced an existing Microsoft Access database to allowing documenting and tracking mental health services for traumatized youth. The database also included automatic scoring of UCLA’s Post Traumatic Stress Disorder Index. Charles also provided ongoing analysis of data from the database that the agency used in program development.

Fresno County Alcohol and Drug Prevention | Fresno County Department of Behavioral Health, Substance Abuse Services.

Developed Microsoft Access databases for multiple sites to document clients and services as well as summarize data collected from other sources. The site databases included multiple survey and assessment tools and summary reports on those assessments.

Mental Health Respite Services | TCLS Sacramento, Crisis Respite Center.

Reworked their existing Microsoft Access database to allow for greater quality control and built additional reports that allowed CRC managers to easily view outcomes for funders and for program management. He also provided training on building queries for self-analysis.

Community Benefits | Sutter Health Foundation.

Developed a Microsoft Access database and system for importing data collected initially from PDF reports and later from their online data system. This streamlined and improved the accuracy of the semi-annual reporting summaries of data from over 100 program grantees in 10 counties.
